First-Time Buyer Help in Oregon: The 2026 Programs, Explained

Yes, Oregon has real down payment help for first-time buyers, and it is more substantial than most people realize. Through Oregon Housing and Community Services, eligible buyers can qualify for down payment assistance of up to $60,000 or 20 percent of the purchase price, whichever is less, and separate low-rate loan programs come with cash toward closing costs. Here is how they actually work, who they are for, and how to start.

The big one: OHCS down payment assistance

Oregon Housing and Community Services runs the state's down payment assistance program across Oregon, including Benton, Linn, and Marion counties, with funds distributed through local partner organizations. As of 2026, it is open to first-time and first-generation home buyers earning at or below 100 percent of the area median income for their county. Assistance can reach $60,000 or 20 percent of the purchase price, whichever is less, and it is typically structured as a grant or a forgivable second mortgage, often forgiven after about five years of living in the home. A quarter of the funds are reserved for Oregon veterans.

There are real requirements attached. Buyers must complete a first-time home buyer education course and meet with a certified housing counselor through an OHCS-approved partner, and the home must be your primary residence. I would not describe the education as a hoop to jump through. I send first-time buyers through it on purpose, because the process genuinely goes smoother afterward.

The loan programs: Oregon Bond and Flex Lending

Alongside the down payment assistance, OHCS supports two mortgage programs worth knowing. The Oregon Bond Residential Loan Program offers below-market fixed rates funded by tax-exempt bonds, in two versions: Cash Advantage pairs a low rate with cash assistance equal to 3 percent of the loan amount for closing costs, and Rate Advantage offers an even lower rate with no cash. One detail to know: that Cash Advantage money cannot be applied to an FHA down payment. For most of these programs, first-time means not having owned a home in the past three years, with some targeted areas exempt.

There is also the OHCS Flex Lending program, sometimes called FirstHome, which pairs a fixed-rate first mortgage with a second mortgage worth 4 or 5 percent of the loan amount for down payment and closing costs. Buyers earning at or below 80 percent of area median income can have that second mortgage forgiven entirely.

The reality check

These programs are real, and they are funded and re-funded in cycles, so availability shifts and current rates are set by each bond series and lender. They are administered through OHCS-approved lenders and local partner organizations, which means the first step is finding a lender who actually knows these programs, not just any lender. In practical terms for the Valley: in a market where Corvallis medians sit near $568,000 and Albany and Salem sit near $440,000 and $450,000, a $60,000 assistance program or a 3 percent cash credit genuinely changes the math of a first home. Income limits matter, which is exactly what the first conversation is for.

Where to start

  • Take the OHCS-approved first-time home buyer education course early, so you are eligible the moment the right home shows up.
  • Get pre-approved with a lender who regularly works with the Oregon Bond and OHCS programs, not one who lists them as an afterthought.
  • Plan to stay for a while. Most of the assistance rewards several years of owner-occupancy, which is how a first home usually works anyway.
  • If you are a veteran, ask about the set-aside funds. A quarter of the down payment assistance is reserved for Oregon veterans.
